The Realization Path of the Rule of Law in the Government's Purchase of Public Legal Services in the Context of the Construction of China under the Rule of Law
The fact that the government's purchase of public legal services is controlled by law is a concrete manifestation of the concept of"law supremacy"and a natural requirement for regulating government purchases.To realize that the govern-ment's purchase of public legal services is controlled by law,it is necessary to promote the development of legislation,con-struct the specific behavioral rules of the participants,define power boundaries of government,treat recipients equally,respect the will and rights of the undertaking subject,introduce service recipient-centered thinking,enhance responsiveness to public need;establish fair and effective competitive purchase procedures,contract management procedures and performance evaluation procedures,and give full play to the multiple supervision mechanisms;take the public's satisfaction as an essential clause in the performance quality evaluation and contract renewal of government procurement of legal service contracts.At the same time,it is necessary to establish an accountability system to investigate the responsibility of the participants who do not perform their duties seriously or violate the legal provisions,transform supervision and evaluation into realistic responsibilities through ac-countability,and promote the standardization and legalization of government procurement of public legal services.
