Labor reform,along with supervision reform and education reform,constitutes the three traditional means of reforming criminals in new China's prisons.It serves as an important part of modern prison sentence enforcement and an important carrier for reforming criminals in that labor reform plays a positive role in transforming criminals'mindsets,correcting their vices,cultivating their skills,and helping them return to the society,which take on distinctive Chinese characteristics.In recent years,with the in-depth promotion of the separation reform of prison and enterprises,constructing a prison enterprise management system and a production and operation system for the purpose of reform,a prison enterprise labor project access mechanism oriented to the smooth return of criminals to the society,and concepts and initiatives of vocational skills training system for criminals has received widespread attention.Focusing on the ultimate goal of"reforming people",better integrating the education and reform of criminals,preserving and adding the value of state-owned assets of prison enterprises,strengthening according to law the organic unity of the essential function of prison and the actual needs of prison enterprises to serve prisoners'reform,and maximizing the help to criminals to return to society smoothly and reduce the recidivism rate are the important issues that need to be studied in-depth and explored at both the current academic research level and the prison management level.
