摘要
新时代以来,面对内外环境的根本性全局性转变,党和国家始终准确识变、科学应变,实施积极稳健的安全政策.梳理我国国家安全理念的发展演变逻辑,从"发展与稳定"到"发展与安全",发展是解决一切问题的关键和基础,"稳定"到"安全"则是关键变量.国家安全理念首先要以不同时期的安全需要为条件,随着面临的总体性环境日渐复杂严峻,风险挑战日益加剧,国家安全理念日益从偏重"稳定"的单一安全理念逐步向系统性融合"稳定与安全"的总体国家安全观的结构演变.深刻理解和把握从稳定到安全的总体国家安全观的探索历程、内在逻辑与实施路径,有利于进一步贯彻落实总体国家安全观,以新安全格局保障新发展格局.
Abstract
Since the new era,in the face of the fundamental overall changes in the internal and external environment,the Party and the state have always accurately identified the changes,reacted scientifically,and implemented active and robust security policies.From"development and stability"to"development and security",development is the key and basis to solve all problems,and"stability"to"security"is the key variable.The concept of national security must first be based on the security needs of different periods.As the overall environment is becoming increasingly complex and severe,risks and challenges are increasing day by day.The concept of national security has gradually evolved from a single security concept that emphasizes"stability"to an overall national security concept that systematically integrates"stability and security".A deep understanding of the exploration process,internal logic,and implementation path of the overall national security concept from stability to security is conducive to further implementing the overall national security concept and ensuring a new development pattern with a new security pattern.
