摘要
《中华人民共和国社区矫正法》的颁布实施有力推动了我国社区矫正工作法治化进程.从其施行三年多的情况来看,社区矫正法治化、专业化、科学化程度不断提高,社区矫正事业进入了新发展阶段.但社区矫正工作开展过程中也存在诸如社会对社区矫正工作认同度不足、社区矫正协作体系不完善、社区矫正工作机制不健全等多元化问题,存在引发基层治理工作风险点.在对邯郸市社区矫正工作现状进行深入调查研究的基础上,具体分析邯郸市社区矫正工作中重点领域存在的风险,提出具有针对性以及实践价值的对策和建议,以期帮助建立精准、高效、规范、专业的社区矫正运行机制,提高矫治质效,有效防范重点领域风险.
Abstract
The promulgation and implementation of the Community Corrections Law of the People's Republic of China has effectively promoted the legalization process of community corrections in China.From the perspective of its implementation for more than three years,the degree of legalization,specialization,and scientification of community corrections has been continuously improved,and the cause of community corrections has entered a new stage of development.However,there are also various problems in the process of carrying out community corrections work,such as insufficient social recognition of community corrections work,imperfect community corrections collaboration system,and inadequate community corrections work mechanism,which may lead to risks in grassroots governance work.Based on this,our research group conducted an in-depth investigation and study on the current situation of community corrections work in Handan City.specifically analyzing the above-mentioned risk problems existing in the community corrections work in Handan City,and proposing targeted and practical countermeasures and suggestions to help establish a precise,efficient,standardized and professional community corrections operation mechanism,improve the quality and efficiency of correction,effectively prevent risks in key areas.
