中国式消费现代化背景下流通服务业文化功能重塑的改革思路与制度安排

物质消费与精神文化消费协调发展是中国式消费现代化的重要特征.流通服务业作为物质消费与精神文化消费协调发展的中国式消费现代化的主要抓手,既要持续发挥其经济功能,也要注重发挥其文化功能.当前,流通服务业文化功能重塑仍面临多重现实困境,这既有流通服务业发展水平与中国式消费现代化总体要求不适配的共性因素,也有用好用活"两种资源""两个市场"能力亟待提升的特性原因.为此,本文在明确流通服务业文化功能的科学内涵与主要特征的基础上,提出将流通服务业文化功能重塑融入国家相关重大发展战略的政策建议,以期加快推进中国式消费现代化进程.
Reform Thoughts&Institutional Arrangement of Circulation Service Industry Cultural Function Crafting Against the Background of Chinese Consumption Modernization
The coordinated development of material consumption and cultural and intellectual consumption is an important feature of Chinese consumption modernization.Circulation service industry is regarded as the key measure for Chinese consumption moderniza-tion which economic function and culture function play an important role respectively.Currently,cultural function crafting of circulation service industry encounters a multi realistic dilemma in which the root causes are those common factors as incompatibility between re-quirement of Chinese consumption modernization and development level of circulation industry.It is also contributed as the key factor which is not capable of using"Two markets"and"Two resources"properly.Thus,the paper focuses on the theoretical definition of cultural function of circulation service industry and insists on putting the cultural function crafting of circulation service industry into significant nation strategies which aims to speed up the process of Chinese consumption modernization.
