流通数字化赋能"双碳"目标实现:内在机理与实现路径

实现"双碳"目标涉及广泛且深刻的经济社会系统性变革,流通数字化为实现"双碳"目标提供了新契机.本文以流通数字化的演进逻辑为起点,梳理了新中国成立以来流通数字化发展的基本历程,分析了流通数字化具有实时可溯、数智协同、绿色减排等基本特征,遵循"高质量流通数据应用—引导资源优化配置—推动产业转型迭代—加速现代物流体系建设—促进绿色消费升级"的逻辑,深入剖析流通数字化赋能"双碳"目标实现的内在机理.在此基础上,提出优化流通数字化助力低碳发展的顶层设计、加速流通数字化与重点低碳领域的深度融合、提升流通数字化低碳化零碳化的基础能力、完善流通数字化促进碳减排的保障措施等实现路径.
Circulation Digitization Empowering the Realization of"Dual Carbon"Goals:Internal Mechanism and Realization Paths
Achieving the"dual carbon"goals involves extensive and profound economic and social systemic changes,and circu-lation digitization provides a new opportunity to achieve the"dual carbon"goals.Starting from the evolutionary logic of circulation digi-tization,we review the basic development process of circulation digitization since the founding of the People's Republic of China,and analyze circulation digitization characterized by real-time traceability,digital-intelligence synergy,and green emission reduction.Fol-lowing the logic of"high-quality application of circulation data-guiding optimal allocation of resources-promoting industrial transforma-tion and iteration-accelerating the construction of modern logistics systems-promoting green consumption upgrade",the paper deeply analyzes the internal mechanism of circulation digitization empowering the realization of"dual carbon"goals.Based on this analysis,it is proposed to optimize the top-level design of circulation digitization for low-carbon development,accelerate the deep integration of cir-culation digitization with key low-carbon fields,enhance the basic capacity of circulation digitization for low and zero carbonization,and improve the guarantee measures for circulation digitization to promote carbon emission reduction and so on as realization path to help a-chieve the"dual carbon"goals on schedule.
