"碳中和"背景下碳排放权交易的空间减排溢出效应——"结构转型"抑或"创新补偿"

在"碳达峰"和"碳中和"的政策目标管控下,如何充分发挥我国碳排放权交易政策的减排效应成为重要命题.本文依据我国 2003-2020 年 30 个省(区、市)的样本面板数据,构建双重差分模型和空间杜宾模型,分析我国碳排放权交易试点政策的减排效应及空间溢出效应,并进一步设计空间中介模型,实证检验了地区能源结构和绿色创新的空间中介效应.研究结果显示:(1)我国碳排放权交易试点政策具有显著的减排效应及空间溢出效应,且空间减排溢出效应比直接减排效应平均强约 72.62%;(2)地区能源结构的空间中介效应显著,我国碳排放权交易试点政策能优化试点地区及相邻地区的能源结构,进而抑制试点地区及相邻地区的碳排放;(3)地区绿色创新存在非空间中介效应,我国碳排放权交易试点政策能提升试点地区的绿色创新水平,地区绿色创新与当地的碳排放水平呈现显著的倒U形关系;(4)地区能源结构转型是目前我国碳排放权交易试点政策发挥减排作用的主要手段,地区绿色创新与碳排放水平的倒U形关系决定了绿色创新从长期来看会产生更强的减排动力.因此,在充分评估我国碳排放权交易政策对试点地区碳减排效应的同时,还应关注地区碳排放的空间集聚特性与空间溢出效应,强化政策的协同减排效应.此外,各地区应配套开发清洁能源、加大绿色技术创新投入力度,充分发挥政策的减排及空间溢出双重效应.
Spillover Effects of Carbon Emission Trading in the Context of"Carbon Neutrality"—"Structure Transformation"or"Innovation Compensation"
Under the policy objectives of"carbon peak"and"carbon neutrality",how to give full play to the emission reduction effect of China's carbon emission trading policy has become an important proposition.Based on the sample panel data of 30 provinces from 2003 to 2020,this article builds difference-in-difference model and space Durbin model,analyzing the reduction effect of the pilot carbon emission trading policy in China and spatial spillover effect,and further designs space mediation model,testing the spatial me-diation effect of areas energy structure and green innovation.The results show that,firstly,the pilot carbon emission trading policy in China has significant emission reduction effect and spatial spillover effect,and the spatial spillover effect is about 72.62%stronger than the direct emission reduction effect on average.Secondly,the spatial mediation effect of regional energy structure exists.China's car-bon emission trading pilot policy can optimize the energy structure of the pilot area and its adjacent area,and then suppress the carbon emissions of the pilot area and its adjacent area.Thirdly,regional green innovation has a non-spatial mediation effect.China's carbon emission trading pilot policy can improve the level of green innovation in pilot areas,and there is a significant inverted U-shaped rela-tionship between regional green innovation and local carbon emissions.Finally,regional energy structure transformation is the main channel for China's carbon emission trading pilot policy to play the role of emission reduction,and the inverted U-shaped relationship between regional green innovation and carbon emission level determines that green innovation will generate stronger emission reduction motivation in the long term.Therefore,while fully estimating the carbon emission reduction effect of China's carbon emission trading policy on pilot areas,attention should also be paid to the spatial agglomeration characteristics and spatial spillover effect of regional car-bon emissions and the synergistic emission reduction effect of policies should be strengthened.All regions should develop clean energy and strengthen investment in green technology innovation,so as to give full play to the dual effects of carbon emission reduction and spatial spillover effect of policies.
