智慧城市建设提升城市生态承载力吗?——基于准自然实验的经验证据

智慧城市建设对于推动城市经济发展具有重要意义,其能否驱动城市承载力提升,直接关系到城市可持续发展目标落地实现.基于 2006-2022 年中国 215 个地级市面板数据,构建指标体系对城市生态承载力进行测度,将城市生态承载力纳入智慧城市政策评估框架,深入考察智慧城市建设对城市生态承载力的影响效应及传导机制.研究表明:(1)智慧城市建设总体上提升了城市生态承载力;(2)智慧城市建设通过促进绿色技术创新、驱动产业结构转型升级、加大环境规制强度推动了城市生态承载力提高;(3)高人力资本、高财政支出与非资源型智慧城市建设对提升城市生态承载力的作用更大.基于此,从加大新一代信息通信技术开发力度、注重城市数字人才培养以及避免陷入"资源诅咒"陷阱等方面提出相关政策建议.
Does Smart City Construction Improve Urban Ecological Carrying Capacity?—Evidence Based on Quasi-natural Experiments
Smart city construction is of great significance for promoting urban economic development,but whether it can drive the improvement of urban carrying capacity is directly related to the realization of urban sustainable development goals.Based on the panel data of 215 prefecture-level cities in China from 2006 to 2022,this paper conducts a systematic evaluation and measurement of urban ecological carrying capacity,integrates urban ecological carrying capacity into the framework of smart city policy evaluation,and systematically analyzes the impact and transmission mechanism of smart city construction on urban ecological carrying capacity.The re-sults show that:(1)the construction of smart city generally improves the urban ecological carrying capacity;(2)Smart city con-struction promotes the improvement of urban ecological carrying capacity by promoting technological innovation,promoting the transfor-mation and upgrading of industrial structure,and increasing the intensity of environmental regulations;(3)High human resources,high financial expenditure and non-resource-based smart city construction play a greater role in improving urban ecological carrying ca-pacity.Based on this,the paper puts forward some policy suggestions to promote the improvement of urban ecological capacity from the aspects of strengthening the development of the new generation of information and communication technology,focusing on the cultivation of urban digital talents and avoiding the trap of"resource curse".
