河南省全科医师资源配置公平性研究

目的 对河南省2018-2022年全科医师配置的状况及公平性进行分析,提出合理化政策建议,以促进河南省全科医师资源配置的公平性.方法 采用描述性分析对河南省全科医师资源配置情况进行分析,利用泰尔指数分析河南省全科医师的均衡性.结果 河南省2022年每万人口全科医师数为3.08.2018-2022年全科医师泰尔指数分别为0.051 8、0.047 6、0.035 3、0.036 4、0.029 5.2022年组间差异贡献率达69.83%.结论 河南省全科医师泰尔指数呈逐年下降趋势,整体趋于公平.但组间差异贡献率高,地区间全科医师发展不均衡,应通过优化资源配置、创新培养机制、建立帮扶制度、优化激励机制等方面提升薄弱地区的全科医师配置水平.
Research on Equity of General Practitioner Resources Allocation in Henan Province
Objective To analyze the status and equity of the deployment of general practitioners in Henan Province from 2018 to 2022,and put forward rational policy recommendations to enhance the fairness of general practitioner resource allocation in Henan Province.Methods Descriptive analysis was used to analyze the resource allocation of general practitioners in Henan province,and Theil index was used to analyze the balance of general practitioners in Henan province.Results In 2022,Henan Province's total number of general physicians per 10 000 population was 3.08.The Theil index in 2018-2022 was 0.051 8,0.047 6,0.035 3,0.036 4,0.029 5.The contribution rate between groups in 2022 reached 69.83%.Conclusion The Theil index of general practitioners in Henan Province has shown a decreasing trend year by year,indicating an overall move towards equity.However,there is a high contribution rate of inter-group differences,indicating imbalanced development of general practitioners among different regions.To address this,it is recommended to enhance the deployment of general practitioners in less developed areas through optimizing resource allocation,innovating training mechanisms,establishing assistance systems,and optimizing incentive mechanisms.
