Analysis on administrative punishment of radiological health supervision in Henan province from 2019 to 2023
Objective To analyze the current situation of administrative punishment for radiological health supervision in Henan province from 2019 to 2023,and to provide data support for further radiological health supervision.Methods The data of administrative punishment for radiological health supervision in Henan province in the past 5 years were collected and analyzed from the basic situation,types of cases,punishment agencies,sources of cases,ille-gal situations and violations of laws and regulations.Results In the past five years,there were 1 622 cases of adminis-trative punishment for radiological health in Henan province,with the penalty amount reaching 7 391 200 yuan,and the average case value of 0.46 million yuan.The proportion of the number of radiological health administrative punishment cases from 2019 to 2023 had statistical significance,and had a downward trend(P＜0.001).The number of general procedure cases was the largest,accounting for 74.04％.The source of the cases was mainly"found in health supervi-sion and inspection",with a total of 1 557 cases,accounting for 96％.The number and amount of administrative punish-ment cases were mainly first-class or ungraded medical institutions,accounting for 58.69％ of the total number of fines.The main punishment cases were that the radiological diagnosis and treatment license did not meet the relevant provisions(article 583).Among the violations of laws and regulations,the violation of the Radiation Therapy Manage-ment Regulations accounted for the highest proportion,accounting for 88.15％.Conclusion The main problems in the administrative punishment of radiological health supervision in Henan province are the small number of penalties,the low amount of penalties,the single source of cases,and the ability and level of grass-roots health supervisors need to be improved.It is suggested that the health administrative departments should strengthen law enforcement,strengthen training,pay attention to the sources of administrative punishment cases through various channels,constantly explore and discover new causes,and improve the revision of radiology-related laws and regulations.
