摘要
进入21世纪以来，社区成为终身学习、终身教育的主要环境，社区教育也成为了一种重要的文化传播途径。社区教育出现百余年来，美、英、日等国均有不同形态的社区教育形式出现，但整体在法律法规的制定、建立社区教育基地、整理利用资源、专兼职结合的教师队伍、有力的保障机制等方面仍表现出相似的发展规律。
Abstract
Since twenty-first Century, the community has become the main environment of lifelong learning and lifelong education,and community education has become an important way of cultural transmission. Community education appears more than one hundred years, the United States, Britain, Japan and other countries have different forms of community education, but the overall development shows the similar rules such as laws and regulations, the establishment of community education base, using of resources, the combination of professional teachers and part-time teachers .
