摘要

新型信息化装备保障能力受到指挥协调能力、维修处理能力、供应保障能力以及信息支撑能力等多方面影响,如何科学、客观、合理地评估新型信息化装备保障能力,对于提高部队装备保障力、促进部队战斗力生成具有重要作用.在对相关问题研究分析的基础上,构建了新型信息化装备保障能力评估指标体系,将主成分分析法(PCA)和熵权TOPSIS相结合,利用PCA确定其主要成分,通过熵权TOPSIS法对新型信息化装备保障能力进行评判、排序,结合实例分析表明该方法对科学合理评估新型信息化装备保障能力具有一定的借鉴意义和指导作用.

Abstract

The support effectiveness of new information equipment is affected by command and coordi-nation capabilities,maintenance capabilities,supply support capabilities,information support capabili-ties,etc.How to scientifically,objectively and reasonably evaluate the support effectiveness of new in-formation equipment plays an important role in improving the support effectiveness of military equip-ments and promoting the generation of combat effectiveness.The evaluation index system of the support effectiveness of new information equipment was constructed based on the research and analysis of rela-ted issues.The principal component analysis and entropy weight TOPSIS were combined to determine its main components by PCA.The support effectiveness of new information equipment was evaluated and ranked by entropy weight TOPSIS.Finally,the specific case was studied.The results show that the method provides reference and guidance for scientific and reasonable evaluation of the support ef-fectiveness of new information equipment.
