摘要
潮州婚纱晚礼服和陶瓷等专业镇产业集群的滋生根植于区域的资源禀赋、社会文化和关系网络，产业集群通过加入全球价值链获得了相应的分工收益，但多处于低增值价值链环节。顺应产业价值链的国际分工趋势、突破地方产业集群低端锁定性风险是潮州产业集群升级的内在动因。潮州专业镇应以购买者驱动方式嵌入全球价值链体系，应有意识创建优良的商业环境，加大科技创新投入，推进集群内外企业联合与协作，发挥集群内龙头企业的市场引领、企业聚集的功能，积极融入全球价值链，走龙头企业主导升级之路。政府应加强基础实施和公共服务供给，通过融入全球价值链，实现创新型产业集群转型升级。
Abstract
Chaozhou local industrial clusters such as wedding dress and ceramics are embedded in the regional endowment, social system, cultural heritage and the relation network. Joining the Global Value Chain, the clusters have obtained the corresponding revenue, but most of them are at the low end of the value chain. To comply with the international trend, the intrinsic motivation to upgrade the industrial clusters is to break though the low-end locking risks. The government should have the awareness to create efficient business envi?ronment, to increase investment in scienctific and technological innovations, to promote the integration and co?operation of cluster enterprises. Leading firms share various resources by investment or cooperating with other firms. It is an important way to enhance the competitiveness and to accelerate the evolution of the clusters by supporting the development of the leading firms and encouraging them to act as leaders in the clusters. The gov?ernment should also strengthen the suply of infrastructure and public services, so that the transformation and upgrading of the innovation oriented clusters can be achieved by intergrating the global value clain.
