摘要
阜阳市农业从生产要素层面看,其产业化升级存在土地、资金、科技、劳动者等实际问题.在现有平原地带上,培育以产业为平台、利益为纽带、农民为主体的农业产业化联合经营体系,积极谋划在横向上对内让弱势农户、企业、出资方、政府和合作社五方主体平等协同,对外和发达苏浙沪在资金融措、科技引导等生产要素方面进行互补,形成合理的利益分配机制;在纵向上以联合体的方式规模化布局,与苏浙沪形成合作共赢的竞合博弈.同时提出土地集约流转、资本多元投入、技术引导转让、劳动教育培训等对策,以期实现阜阳市农业产业化升级和三产耦合,突破长三角区域价值链的低端锁定.
Abstract
From the perspective of production factors,the upgrading of agricultural industrialization in Fuyang City face practical problems such as land,fund,technology,and labor.On its existing plain areas,it is necessary to cultivate an agricultural industrialization joint operation system with industry as the platform,interests as the link,and farmers as the main body,actively plan for equal coordination among vulnerable farmers,enterprises,investors,government,and cooperatives horizontally,and comple-ment each other with developed Jiangsu,Zhejiang,and Shanghai in terms of funding and technology guided production factors,forming a reasonable mechanism for profit distribution.Vertically,it is also es-sential to form a large-scale layout in the form of a consortium,and form a win-win competitive game with Jiangsu,Zhejiang,and Shanghai.At the same time,measures such as intensive land transfer,diver-sified capital investment,technology guided transfer,and labor education and training are proposed to achieve the upgrading of agricultural industrialization and the coupling of the three industries in Fuyang City,and to break through the low-end lock in the value chain of the Yangtze River Delta region.
