摘要
抗战时期,为发展生产、改善人民生活以及为抗日战争提供物质保障,吕惠生作为皖江抗日根据地行政公署主任,带领根据地军民先后实施了一系列恢复和发展经济的措施.其主要内容包括:灵活贯彻减租减息政策、多方发展生产、组织劳动互助、兴修黄丝滩水利工程、支持工业发展、努力繁荣贸易.在吕惠生的带领下,皖江抗日根据地的经济建设取得了显著成就.其所采取的一系列经济建设措施对巩固和发展皖江抗日根据地、支援新四军军部和兄弟部队以及改善皖江人民生活有重大的历史作用.
Abstract
During the Anti-Japanese War period,in order to develop production,improve the people's livelihood,and provide material support for the War of Resistance Against Japan,Lv Huisheng,the director of the administrative office of the Wanjiang Anti-Japanese Base Area,led the military and civilians in the base area to implement a series of measures to restore and develop the economy.Its main contents include:flexibly implementing rent and interest reductions,developing production in various ways,organizing mutual labor assistance,building the Huangsitan River embankment,supporting industrial production,and stri-ving to prosper trade.Under the leadership of Lv Huisheng,remarkable achievements have been made in the economic construc-tion of the Wanjiang anti-Japanese base areas.The series of economic construction measures adopted by Lv Huisheng had a ma-jor historical impact on consolidating and developing the Wanjiang anti-Japanese base areas,supporting the military headquarters and fraternal units of the New Fourth Army,and improving the living standards of the people in Anhui.
