The late Qing ministers in Britain and Russia were the first group of people in China to penetrate into the Western society.They went abroad and learned a lot of knowledge about public opinion,international law and so on from the West,cou-pled with the fact that most of them were foreign affairs people,they had a more accurate understanding of the situation of the Northwest Frontier than other people,and they had a more advanced understanding than other people in China of the viewpoints on dealing with the Northwest Frontier issue and the diplomatic strategies in dealing with the Northwest Frontier issue in the ne-gotiation with the British and the Russians.When dealing with Britain and Russia on the Northwest Frontier issue,they had a more advanced understanding of the handling of the Northwest Frontier issue and diplomatic strategies than other people in Chi-na.China and Britain in the late Qing dynasty,Russia in the northwest border negotiation focus for the Ili,Kashgar and Pamir,a number of ministers in Britain and Russia to participate in it,and on how to deal with the negotiation of the matter to express their views,the diplomatic strategy adopted by the commonality of many,such as"public law"for"state power The diplomatic strategies adopted had many common features,such as the use of"public law"to fight for"national rights",the setting of borders to avoid disputes and the strategy of"using the barbarians to fight against the barbarians"to actively safeguard national rights and interests.
