摘要
"厅"是最能反映清代特色的基层政区建置,新疆是清朝设厅的重点区域之一.光绪二十八年(1902)八月,为应对边防危机与治理困局,清政府议准设置蒲犁厅,但其实际行政运作始于光绪二十九年(1903)四月.蒲犁分防通判系繁疲难要缺,其选任与升转情况是清代新疆厅制的"缩影".作为清朝"因地制宜"理念在"边缘地带"新疆的实践结果——蒲犁厅的设置实现了"一统体制"下的"有效治理",对于巩固西北边防、增进文化认同、完善基层治理意义深远.
Abstract
The sub-prefecture(Ting)is the most reflect the characteristics of the Qing Dynasty grass-roots political district,Xinjiang is one of the key areas of the Qing Dynasty.In August of the 28th year of Guangxu(1902),in order to deal with the crisis of frontier defense and the difficulties of governance,the Qing government approved the establishment of Puli Ting,but its actual administrative operation began in April of the 29th year of Guangxu(1903).The QuefenDengdi of Puli tongpan is chong fan and nan,whose selection and promotion is the"epitome"of the Ting system of Xinjiang.As the practical result of the Qing Dynasty's concept of"adapting to local conditions"in the"marginal area"of Xinjiang during the Qing Dynasty,the establishment of Puli Ting has realized the"effective governance"under the"unified system",which has far-reaching significance for consolidat-ing the northwest frontier defense,promoting national unity and improving the grass-roots governance.
