高校在线开放课程学分互认的多重困厄、运行机制和实践进路

高质量推动我国高校在线开放课程学分互认是扩大高等教育优质资源共享和实现高等教育深度变革的有力手段.近年来我国高校在线开放课程学分互认在探索发展中还存在着课程质量保证机制未建立、学分互认操作模式不健全和服务体系不完善等问题.针对这些问题,学分互认的参与主体可以学分为基点,构建学分互认的课程质量保障机制、学分认定和转变标准机制以及科学的服务机制.以上述设想为参照,浙江省高校在线开放课程学分互认构建了"建设—运行—评价"的课程质量保障体系、多维度多层次的学分认定与转换标准体系以及"平台—机构"组成的系统化服务体系,其内在发展逻辑表现为理念引领、质量管理和主体协同.展望未来,我国在线开放课程学分互认在发展中还要解决学分互认的可信性、参与性以及政策性等相关问题.
Mutual Recognition of Online Open Curriculum Credit in Higher Education:Challenges,Operational Mechanisms,and Practical Approaches
The promotion of Credit Mutual Recognition of Online Open Curriculum stands as a potent means for advancing higher education in China.Despite recent strides,challenges persist.These include the absence of a ro-bust curriculum quality assurance mechanism,inadequacies in operational modalities,and incomplete management structures.Addressing these issues requires stakeholders in Credit Mutual Recognition initiatives to anchor efforts on a foundation of credit.Key measures involve establishing mechanisms for curriculum quality assurance,devising stand-ards for credit recognition and conversion,and implementing effective management protocols.Drawing from these principles,Zhejiang Province has developed comprehensive mechanisms encompassing the "construction-operation-evaluation"framework for curriculum quality assurance,a multidimensional credit recognition and conversion stand-ard system,and a"platform-institution"model for scientific management.Looking ahead,challenges such as credi-bility,participation,and policy frameworks for Credit Mutual Recognition remain to be addressed.
