Degree of Achievement:A New Perspective and Indicator Construction for Evaluating the Equalization of Public Services in Elderly Education
Promoting the equalization of public services for elderly education is a crucial measure to address the challenges posed by China's aging population.Evaluating the equalization of these services from the perspective of"degree of achievement"considers the connection between value goals and policy goals,serving as a vital tool to as-sess whether policy performance goals have been met.By defining the concept of implementation degree and following Rawls'theory of justice as fairness,this approach combines instrumental rationality and value rationality within the theoretical framework of"institutional empowerment,process operation,and quality output."This leads to a triple e-valuation dimension encompassing policy input,supply level,and public benefit.An evaluation index system is then constructed,with scientific validity achieved through weight assignment.This enables comprehensive monitoring of process and result equalization,accurately identifying the achievement degree of equalizing elderly education public services.This system provides a basis for optimizing policies at all government levels,advancing elderly education public services towards high-quality equality,and continuously improving the elderly population's sense of acquisition and satisfaction with these services.
