Study on the Status for Citizens'Digital Learning and Strategies for Capability Enhancement——An Empirial Analysis Based on Data from Songjiang District,Shanghai
To enhance the design of the lifelong education system and support the development of a learning city,this paper focuses on the citizens of Shanghai's Songjiang District.Through questionnaire surveys and in-depth interviews,the study examines the current state,needs,and capabilities of digital learning among residents,identi-fies existing challenges,and offers targeted recommendations based on these findings.First,it suggests providing di-verse,personalized learning resources and access channels to create a fairer,more inclusive lifelong education sys-tem.Second,it advocates for the development of platforms and services,such as peer assistance,to encourage life-long learning.Third,it recommends combining government procurement with market supply,offering learning subsi-dies,reducing costs,and guiding citizens in educational consumption.Fourth,it highlights the importance of strengthening digital learning capabilities through internal and external collaboration,with a focus on enhancing infor-mation security.Finally,it calls for"Internet Plus"reforms to innovate traditional learning media like television and radio,advancing the evolution of lifelong education.
