欠发达地区政府数据开放政策是否促进了技术创新?——基于贵阳市的实证考察

摘要
基于"理性-渐进"理论的分析框架,利用省会城市的面板数据,将贵阳市作为实验组,采用合成控制法对数据进行处理,检验数据开放政策对当地技术创新能力的影响.研究结果显示:政府的数据开放政策确实有助于提升欠发达地区的技术创新水平和强度,表明在经济欠发达地区深挖政府数据中蕴含的价值,确实能够在一定程度上助推当地的技术创新效应;新政策的实施,政府需要兼顾"理性"与"渐进"主义两个方面;数据开放政策对技术创新的推动作用不仅需要政府的支持,外部环境也是其发挥作用的重要推动力.
Abstract
Based on the analytical framework of the"rationality gradualism"theory,using panel data from provincial capital cities,selecting Guiyang City as the experimental group,this paper tests the impact of data opening policies on local technological innovation capabilities with the data processed by the composite control method.The research results indicate that the government's data opening policy does help to enhance the level and intensity of technological innovation in underdeveloped areas.From the analysis of actual data,it can be seen that digging deep into the value contained in government data in economically underdeveloped areas can indeed promote the local technological innovation effect to a certain extent;the implementation of new policies requires the government to balance both"rationality"and"progressivism";the policy of data opening can play a certain role in promoting technological innovation,which not only requires government support,but also the external environment is an important driving force for its effectiveness.
