Embedded governance:the inherent mechanism of consultative democracy to promote effective rural governance——taking the practice of "hundred families joint consultative council" in H village in southern Zhejiang as an example
From the perspective of field politics,the study takes the practice of"Hundred Families Joint Consultative Council"in H Village in southern Zhejiang Province as a case,and empirically investigates the inherent mechanism of incorporating embedded consultative democracy into rural governance and its consequential impact on rural governance effectiveness.The findings indicate that consultative democracy can be integrated into the rural governance system and process through three key mechanisms:organizational embedding,process embedding,and action embedding.This integration serves to address functional limitations within existing rural governance structures.The degree of organizational embedding,process embedding and behavioral embedding as well as their interplay significantly influences the overall integration of consultative democracy,thereby shaping the effectiveness of rural governance.Naturally,the study emphasizes that the concept of embedding does not exclude autonomy.And the embedded autonomy formed by"high embedding-strong autonomy"is the ideal model of embedded governance of consultative democracy,and an important path to realize effective rural governance.
