激励视角下乡村治理积分制的运行机理和治理效果——基于鄂西X村的实证研究

摘要
在激励视角下,基于"动力-行为-目标"的分析框架,以鄂西X村乡村治理积分制为个案,实证描述与分析乡村治理积分制的实践过程、运行机制和治理效果.研究发现:在村治内生动力增强、村民利益诉求增加、村庄治理事务增多背景下,乡村治理积分制具备动力生成、行为塑造与目标管理三大递进性激励机制,不仅能有效激发村民参与行为,而且能将村民行为有效匹配村庄发展目标,实现了村民参与有效与村庄治理有效;针对乡村治理积分制对部分群体存在一定激励局限、在低环境匹配度的村庄中存在推行限制、在积分事项与奖励力度上存在技术阈值的问题,应充分考虑村庄自身发展基础,合理设定奖惩机制,精心安排积分事项,并严格落实监督考核.
Abstract
Using the analytical framework of"motivation-behavior-goal"and focusing on the points system in X Village,Western Hubei,this study empirically describes and analyzes the practice process,operational mechanism,and governance effectiveness of the rural governance points system from an incentive perspective.The research finds that,against the backdrop of enhanced endogenous motivation in village governance,increased villagers'interest demands,and growing village governance affairs,the rural governance points system encompasses three progressive incentive mechanisms:motivation generation,behavior shaping,and goal management.This system not only effectively stimulates villagers'participation but also aligns their behavior with village development goals,achieving effective participation of villagers and effective village governance.However,the study also identifies certain limitations,such as the system's varying incentive effectiveness among different groups in the rural governance point system,implementation constraints in villages with low environmental compatibility,and technical thresholds in the selection of points and reward levels.To address these issues,it is essential to consider the village's developmental context,set up a reasonable reward and punishment mechanism,carefully plan the points activities,and strictly enforce supervision and assessment.
