摘要
在构建"政党嵌入-行政吸纳-民主协商"三维分析框架的基础上,通过对苏A县案例进行考察发现,苏A县通过党建引领,激活了乡村振兴的运行机制.具体表现为:以党组织嵌入,促成乡村凝聚力的提升;以行政吸纳,促成乡村行动力的提升;以民主协商,促成乡村内生活力的提升,有序推动乡村社会高质量发展.政治嵌入机制、行政吸纳机制和民主协商机制共同构成了基层党组织在乡村振兴中的领导力、组织力和回应力,以促成政党、国家与社会三元主体的有效互构,从而在整体上推动乡村治理现代化.
Abstract
Based on the construction of a three-dimensional analytical framework encompassing political party embedding,administrative absorption,and democratic consultation,this study investigates how A County in Jiangsu Province activates the operational mechanism of rural revitalization through party-building leadership.The findings indicate that A County enhances rural revitalization by embedding political parties to strengthen the cohesion of rural communities,integrating political parties into all aspects of rural governance;through administrative absorption to enhance the operational capacity of rural areas by incorporating administrative resources and expertise;and through democratic consultation to boost internal vitality by engaging local stakeholders.These mechanisms collectively form the leadership,organizational capacity,and responsiveness of grassroots political parties in rural revitalization.By effectively integrating the roles of the Party,the state,and society,this approach promotes the modernization of rural governance as a whole and drives high-quality development in rural areas.
