The promulgation of the Regulations on Personal Bankruptcy in the Shenzhen Special Eco-nomic Zone means that China has begun to regulate the personal bankruptcy system on a local pilot basis.The construction of a national personal bankruptcy system and formation of a complete market exit system can provide relief for honest debtors,who are deeply trapped in the"debt vortex",and at the same time,can help change the traditional concept of debt in the society and establish the concept of exemption from liability in bankruptcy.The personal bankruptcy system has a"two-sided nature",and it is necessary to make the best use of its strengths and avoid its weakness by means of prudent and scientific system design.Taking the problems that may be caused by the personal bankruptcy sys-tem into consideration,we can design systems,such as personal credit information,penalties for personal dishonesty and others,so as to form a benign interaction between the personal bankruptcy system and the supporting mechanisms and to promote the improvement of the personal bankruptcy system.
