基于国际反腐视角的中国追逃追赃的原则与策略研究

摘要
党的二十大报告进一步强调"深化反腐败国际合作,一体构建追逃防逃追赃机制",这是推动追逃追赃工作高质量发展的现实要求.针对当前追逃追赃过程中的新问题和新动向,既要保持对形势的清醒认识,也要坚持将战略的原则性与策略的灵活性相结合.在反腐败追逃追赃的过程中要以增强忧患意识和保持战略定力相统一、坚持战略判断和战术决断相统一、坚持斗争过程和斗争实效相统一为基本遵循.通过对江苏省领跑反腐败追逃追赃的成功经验进行分析总结,提炼了有关反腐败追逃追赃的斗争策略,为未来追逃追赃工作实现高质量发展提供启发.
Abstract
The report of the 20th National Congress of the Communist Party of China further empha-sized the need"to deepen international anti-corruption cooperation and build a cooperation mechanism for pursuing fugitives and recovering illicit gains",which will promote the high-quality development of the work.According to the new problems and new trends in the current process of pursuing fugitives and recovering illicit gains,maintaining a sober understanding of the situation and a combination of the principle of strategy with the flexibility of tactic is needed.In the practice of pursuing fugitives and re-covering illicit gains,three principles need to be followed:unification of enhancing the sense of anciety and maintaining strategic foucus;unification of persevering in strategic judgment and tactical deci-sion-making;unification of insisting on the process and the actual results of struggle.Taking Jiangsu Province as an example,by analyzing and summarizing the experience of success in leading the prac-tice of pursuing fugitives and recovering illicit gains,a set of fighting strategies in anti-corruption,pur-suing fugitives and recovering illicit gains are extracted for enlightenment on high-quality development of the future work.
