摘要
在全球变暖和海岸带地区灾害风险不断加大的背景下,美国经历了卡列特娜飓风的悲剧后,开始打造基于多道防线战略的可持续海岸带安全防护体系.该文分析了多道防线战略的产生背景,阐述了其特色,包括其构成体系的纵深化、手段多样化、与土地管理整合的深度化、应用广泛化、落地项目化等.研究表明,多道防线战略对我国海岸带地区有诸多启示,包括防护观念的转变、工程手段与自然生态防护的结合、法规制度的创新、专项规划的调整等.
Abstract
In the context of global warming and increasing disaster risks in coastal areas,the United States has begun to build a sustainable coastal security protection system based on a multi-line strategy after experiencing the tragedy of Hurricane Kaletna.In this paper we analyze the background of multi-line defense strategy,and expound its characteristics,including the vertical deepening of its composition system,the diversification of means,the depth of integration with land management,the wide application,and the landing project.The research shows that the multi-line defense strategy has many implications for China's coastal zone,including the change of protection concept,the combination of engineering means and natural ecological protection,the innovation of laws and regulations,and the adjustment of special planning.
