Policy Quality,Administrative Capacity and Service Effectiveness——Quantitative Evaluation Based on the Government's Policy of Purchasing Social Work Services
The government's policy of purchasing social work services has been implemented for more than 10 years,and the key to systematically examining it is to answer why"good"policies bring"good"services.An innovative evaluation path is to intro-duce the PMC index model to evaluate the quality of sample policies,and combine it with service effectiveness evaluation to re-veal the linkage mechanism between policies and services.According to the study,it is found that the policy quality generally reaches a high level of"good"policy standard.There are no obvious regional differences,but with execution deviation,which shows a certain degree of downward decay.In addition,social administrative capacity plays a key role in the transformation of"good"policies into"good"services.It should be regarded as a key policy tool and strategic option,and the"process-capaci-ty"perspective should be emphasized in policy implementation and evaluation research.
