Policy Supply of Generally Beneficial Childcare Services in China:Characteristics,Problems and Optimizing Strategies—Analysis of Policy Content and lnstrument Based on 12 Provinces and 24 Cities
The policy on generally beneficial childcare services is an important guarantee for leading the sustainable development of the childcare service system.Analyzing the policy texts on generally beneficial childcare services issued by local governments in China is conducive to further improving the policy system of generally beneficial childcare services.Based on the two-dimen-sional analysis framework of"policy content—policy instrument",this study explores the characteristics and optimizing strate-gies of local policies on generally beneficial childcare services in China,taking policy texts issued by local governments as the object of the study.The study finds that,local governments have put forward relevant requirements on screening and identifica-tion,support and preference,supervision and evaluation,and withdrawal mechanism for generally beneficial childcare services.There are still problems in the existing policy texts,such as high frequency of use of authoritative instrument,single type of in-centive instrument,and insufficient capacity-building instrument.It is recommended that local governments should improve the policy supply structure to enhance the relevance and comprehensiveness of the policies,refine the policy implementation criteria to enhance the precision and operability of the policies,and strengthen the use of feedback results to improve the effectiveness and dynamism of the policies.
