摘要
菏泽市作为黄河入鲁第一市,通过推进黄河滩区综合整治、建设黄河绿色生态屏障、守护黄河安澜等举措,积极打造黄河下游绿色生态廊道.在取得重要成效的同时,也存在法治保障体系不足、林长制工作落实不到位、黄河水资源供需矛盾大等问题.菏泽市应通过健全黄河保护地方性法规、深化林长制改革、注重黄河水生态保护等措施,全力打造集多功能为一体的黄河下游绿色生态廊道,为黄河流域生态保护和高质量发展贡献菏泽力量.
Abstract
Heze City,as the first city in Shandong Province where the Yellow River enters,actively promotes the construction of a green ecological corridor in the lower reaches of the Yellow River through measures such as comprehensive treatment of the Yellow River beach area,construction of a green ecological barrier along the Yellow River,and safeguarding the tranquility of the Yellow River.While achieving significant results,there are issues such as inadequate legal guarantee system,inadequate implementation of the forest chief system,and significant contradictions between supply and demand of Yellow River water resources.To address these issues,Heze should focus on improving local regulations for Yellow River protection,deepening reforms related to the forest chief sys-tem,and prioritizing the protection of the Yellow River's water ecology.These measures will contribute to the com-prehensive development of a multi-functional green ecological corridor in the lower reaches of the Yellow River,thereby supporting ecological conservation and high-quality development in the Yellow River basin.
