数字乡村建设中县级党组织数字治理能力研究

数字乡村建设是新时代我国实施乡村振兴战略的重要方向.在借鉴国内外研究的基础上,以"三维九力"理论模型,构建资源—过程—目标三要素分析框架.资源要素维度的数字治理能力包括数字基础能力、数字人才能力和数字素养能力;过程要素维度的数字治理能力包括数字统领能力、数字规范能力和数字服务能力;目标要素维度的数字治理能力包括数字赋能能力、数字创新能力和数字包容能力.同时,县级党组织数字治理能力具有目标价值的多元性、能力结构的层级性以及数字技术的依赖性等特征,能够为数字乡村建设提供有效支撑.
The Digital Governance Capability of County-level Organizations of the CPC in the Digital Rural Construction
Digital rural areas are an important direction for China to implement the Rural Revitalization Strategy in the new era.Based on the reference of domestic and foreign researches,a framework for element analyzing of Re-source-Process-Target is constructed using the theoretical model of Three Dimensions with Nine Capabilities.The digital governance capability in the dimension of resource elements includes digital basic capability,talent capability and literacy capability.The digital governance capability of the process element dimension includes digital leadership capability,standardization capability and service capability.The digital governance capability of the target element dimension includes digital empowerment capability,innovation capability and inclusion capability.Meanwhile,the digital governance capabilities of county-level organizations of the CPC have characteristics such as diverse target values,hierarchical ability structures and dependence on digital technology,which can provide effective support for the construction of digital rural areas.
