Basic Types and Evaluation Criteria of Village Rules and Regulations in Eth-nic Areas During the Transition Period and Their Optimization:Based on the Text of the Village Rules and Regulations of Five Villages in Ningxia
Village rules and regulations are an important mechanism for realizing effective governance in ethnic areas,and play a positive role in the governance of ethnic villages in the transition period.Our field research on five administrative villages in Ningx-ia finds that village rules and regulations in ethnic areas are complex and diverse,and are both regional and political in nature.In terms of their types,they can be categorized into indoctrination type,disciplinary type and incentive type,so they should not be eval-uated by a single criterion.The evaluation system of legal policies and theories should be used as a reference to form multiple evalu-ation standards of content legitimacy,form rationality and procedural participation.In view of the systematic deviation of each type of village rules and regulations in governance practice,they can be optimized in terms of content legitimacy and rationality,form rich-ness and completeness,and procedural participation and incentives.
