The Compulsory Education Law of the People's Republic of China stipulates that children of school age who have reached six(seven)years old before the start of the new school year must be enrolled in compulsory education.In view of the autumn school in China,children born in the same year will be divided into two batches of enrollment on August 31.This paper uses PISA survey data in 2018 to conduct an empirical analysis on the impact of early and late enrollment on students'academic performance.It finds that the measurement results of policy delay effect,active advance effect and active delay effect all show that delayed enrollment has a significant negative impact on students'mathematical literacy,reading literacy and scientific literacy,and mainly plays a role by influencing students'non cognitive ability development;The academic performance of girls,students with poor family back-grounds,and students attending rural or township schools is relatively negatively affected by delayed enrollment.Based on the findings,this article proposes that the government should relax the age limit for enrollment and implement a flexible enrollment system;Take differentiated enrollment measures and guide parents to rationally choose enrollment time.
