Toward High-Quality Balanced Development:Reflections on the"LegalPerson Integration"Collectivization School-running Pattern for Compulsory Education at the County Level
"Balanced high-quality compulsory education at the county level"is a significant measure in our country to eliminate the differences in edu-cational resources and cultural segregation between urban and rural areas,and also to deal with the unequal starting point of urban and rural children's ed-ucation and achieve"education for common prosperity".In the localized practice of high-quality balanced compulsory education,local governments"scramble to emulate"or explore a number of group school models.In essence,government departments allow schools to participate in the practice of re-ducing the unequal allocation of urban and rural educational resources,and urge urban dominant schools to help rural schools,rather than relying solely on the government to promote the integration process of urban and rural basic public education service system.As an advanced form of the urban and rural com-pulsory education development/school-running community(referred to as the"Education community"),the"legal person integration"type education group shows an unprecedented integration degree,interaction frequency and overall coordination between the dominant schools and the weak schools in the education community.Based on the previous field work and theoretical thinking,the research takes the educational collectivization pattern of"legal person integration"as the research object,and has a deep insight into theory,concern,predicament and risk of this pattern.According to research findings,the pattern changes the inter-school relations from"market"relationship to"organizational"relationship.Essentially,this pattern internalizes the external structural conflicts through the way of educational collectivization.This study profoundly presents the pros and cons and endogenous contradictions of the ed-ucational collectivization pattern of"legal person integration",which will provide experience for local exploration of high quality balance.
