Evolution and Reflection on Shanghai's Universal Childcare Service System from the Perspective of Policy Tools:Based on the Textual Analysis of 27 Policies From 1999 to 2022
The development of a universal childcare service system is an important measure to solve the problem of aging population and fewer children.Faced with more severe population decline pressure in mega cities,the Shanghai Municipal Government began exploring the construction concept of inclu-sive childcare service system as early as the end of the 20th century.The study draws on the policy tool theory of McDonnell and Elmore,and constructs a three-dimensional analysis framework of"policy tools-policy elements-time series".Through in-depth analysis of 27 policy texts on inclusive childcare serv-ices in Shanghai,it's found that:the types of policy tools used by the government to build a system of inclusive childcare services are imbalanced,and it is necessary to continuously enrich and innovate its policy toolbox to promote the self-renewal and sustainable development of the inclusive childcare service system;the match between the current governmental choice of policy tools and the demand for high-quality development of the cause of inclusive childcare services needs to be strengthened,and the government needs to fully leverage the combination effect of induced and capacity-building tools in order to build a high-quality childcare workforce;the life cycle of Shanghai's inclusive childcare service policy is long and the government's policy tool choices are path-dependent,requiring timely optimization of policy tool configuration and implementation of policy tools in a timely manner based on the effects of policy im-plementation and the policy context.
