Under the background of rural population's"depopulation",the transaction capacity and target subject of rural governance have been evacuated,and responding to the daily life needs of middle-aged and elderly people in the village has become a new problem of rural governance.How to ensure the"effective service"of the public service system requires corresponding rural governance innovation.Under the triple background of public service going to the countryside,rural"over-thinning"and"good life needs"of village groups,although relevant functional departments continue to standardize and programmatically manage centralized service matters,public services are faced with differentiated service objects,which inevitably leads to the collision between the logic of departmental administrative standardization and the differentiated service needs of grassroots society,which has become a new problem of rural governance in the new era.Taking"effective service"as the goal,the rural governance system should focus on the principles of lower governance cost,effective governance range and promising governance motivation,take"party building integrated development zone"as the new governance level,and lead through regional party building as the driving force of administrative integration.The"party building integrated development zone"is embedded in the original three-level system of the rural group to activate the motivation and vitality of the rural governance system.
