基于模糊数学的水资源价值研究——以克拉玛依市为例

对水资源价值的研究可全面体现水资源价值来源,破除农业用水者"用水无价"的观念,为各地水价综合改革提供依据和参考。本文分析模糊数学综合评价法对于评估水资源价值的合理性和适用性,通过选取影响水资源价值的指标,用以构建水资源模糊综合评价模型,对水资源的价值加以量化。并以克拉玛依市为例对其水资源价值进行研究,将价值结果0。17元/立方米转化为农业水价之中的水资源费,与克拉玛依市实行的水资源费标准0。007元/立方米进行比较,其结果远高于实际价格标准。基于研究结论,相关部门应对水资源费进行适当调整,发挥水价杠杆作用,提高水资源的利用效率。
Study on the Value of Water Resources Based on Fuzzy Mathematics——Take Karamay as an example
The research on the value of water resources can fully reflect the source of water resources val-ue,break the concept of"water is priceless"of agricultural users,and provide basis and reference for compre-hensive water price reform in various places.This paper analyzes the rationality and applicability of fuzzy mathematics comprehensive evaluation method to evaluate the value of water resources,and constructs a fuzzy comprehensive evaluation model of water resources by selecting indicators that affect the value of water re-sources,so as to quantify the value of water resources.Taking Karamay as an example,the value of its water resources is studied,and the value result of 0.17 yuan/cubic meter is converted into the water resource fee in agricultural water price.Compared with the water resource fee standard of 0.007 yuan/cubic meter implemented in Karamay,the result is much higher than the actual price standard.Based on the research conclusion,relevant departments should make appropriate adjustments to water resources fees,give full play to the leverage of water prices,and improve the utilization efficiency of water resources.
