德国可再生能源发展迅猛,完善的跨国现货市场及日内平衡市场体系为德国可再生能源消纳提供有力保障,其改革路径与市场机制对我国实现"碳达峰、碳中和"目标具有重要借鉴意义.本文综述德国电力市场化改革历程及交易机制,分析德国电力在跨国市场与实时市场协调、细分日内产品提高市场灵活性、通过平衡基团系统减小系统平衡压力等方面的创新机制及对我国的启示.通过对德国市场机制设计的深度剖析,得出在电力市场中引入日内市场和平衡基团等聚合商可平抑新能源波动性影响的结论.研究结果可为我国高比例新能源接入的新型能源系统市场机制设计提供有益借鉴.
The Design of the Electricity Market Mechanism with the High Proportion of Renewable Energy Participation in Germany and its Implications
With the rapid development of renewable energy in Germany,the perfect cross-border spot market and in-traday balancing market system provide a strong guarantee for Germany's renewable energy consumption,and its reform path and market mechanism have significant reference for China to achieve the goal of"carbon peak and carbon neutrality".It re-views the reform process and trading mechanism of German electricity market.The innovative mechanism of German elec-tricity in the coordination between the cross-border market and the real-time market,the segmentation of intraday products to improve market flexibility,and the reduction of system balance pressure through the balance group system,and their en-lightenment to China are also analyzed.Through an in-depth analysis of the design of the German market mechanism,it is concluded that the introduction of intraday market and aggregators such as balancing group in the power market can smooth out the impact of renewable energy volatility.The study results provide a useful reference for the design of the market mech-anism of the new energy system with a high proportion of renewable energy in China.
