New Characteristics of Global Carbon Governance System and Prospects for Improving China's Carbon Governance Strategies
As a national strategy,addressing climate change is integrated into the overall layout of ecological civilization construction and the overall economic and social development.Realizing the"dual carbon"goal is a broad and profound sys-temic economic and social transformation.Firstly,this paper briefly describes the development history of the global carbon gov-ernance system,focusing on the features of the new order of carbon governance under the Paris Agreement,then deeply ana-lyzes the new characteristics of the carbon governance system.Based on a comprehensive review of China's contributions to global carbon governance since the 18th National Congress of the Communist Party of China and key pathways to deepen China's carbon governance actions,three strategic prospects for improving China's carbon governance system are proposed:improving strategic and systematic thinking abilities,actively participating in global climate governance;Strengthening the co-ordinated promotion of green development and carbon governance to promote the cleanliness and low-carbon of the energy system;Improve the carbon pricing mechanism and strengthening the combination of promising governments and effective markets.
