Research on the Construction of Data Factor Market Development Index and Price Index
The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China listed data as a factor of production for the first time,marking that data factors have become basic and strategic resources in the current eco-nomic system.The"Data Article 20"emphasizes the full realization of the value of data elements and the promotion of all peo-ple to share the dividends of digital economy development.In order to give full play to the value of data elements and serve the price management of data in China,this paper studies the construction of market development index and price index of data el-ements,which combine comprehensiveness and representativeness and have feasibility and comparability.By focusing on the"four keys"of data factor market development,namely data factor support,data circulation application,data market ecology and data governance guarantee,the data factor market development index system is constructed.At the same time,drawing on the experience of stock market index construction,a series of price indexes reflecting the overall price level of data products are de-signed,and the method of characteristic price can be prospectively explored and applied to study the compiling path of price index excluding data quality factors.It is suggested to rely on the data trading platform to automatically collect and precipitate trading data,determine the release frequency combined with the trading activity of the data on the floor,and explore the quar-terly publication of the data price index.
