Establishment of a New Pattern of Integrated Urban-rural Development Based on the"Agriculture,Rural Areas,and Farmers"and Continuous Utilization of Rural Land——With analysis of the collaborative promotion frame work of"People-Land-Industry"
Integrated urban-rural development serves as a fundamental approach to achieve rural revitalization and the development of farmers.The Central Government has undertaken various initiatives in this field.Integrated urban-rural devel-opment entails the integration of urban and rural lifestyles,as well as the interaction between industrial and agricultural produc-tion methods,thereby allowing for multiple perspectives to view its progress.Theoretically,there are deficiencies in relying solely on the role of government,market functions or institutional guidance.Thus,an effective strategy for integrated ur-ban-rural development involves developing the strengths of both the government and the market,while effectively playing the guiding role of the institutions.The primary objective of integrated urban-rural development is to enhance the well-being of farmers and achieve rural revitalization.Therefore,the prosperity of farmers,the robust of agriculture and the beauty of the countryside becomes the starting point for such development.To support integrated urban-rural development,key elements on the advancement of modern large-scale agriculture,the expansion of rural specialty industries and the construction of villages are included.These efforts are underpinned by various measures aimed at consolidating and connecting dispersed rural contract-ed land,residential land,and collective construction land.Ultimately,this paper presents a synergy framework termed"peo-ple-land-industry",which states an approach for establishing a new paradigm of integrated urban-rural development.
