Enhancing the accumulation,development,and use of cultural resources is essential for shaping city tourism brands and fostering new cultural tourism models,thereby boosting endogenous consumption and economic growth.This study examines how Harbin utilizes its unique ice and snow culture and historical heritage to stimulate endogenous consumption and economic expansion.By analyzing how cultural resources ignite endogenous consumption,with Harbin as a case study,it is clear that activating cultural resources drives economic growth and provides strategic insights for advancing urban culture and tourism.Therefore,prioritizing the development of cultural resources is crucial;the cultural sector should be expanded to in-crease demand for endogenous consumption;city cultural identities must be crafted;emotional governance integrated with ur-ban culture should enhance the city's'warmth';and digital technology should be employed to strengthen the city's cultural and economic ecosystem.
