Research on Public Data Authorization Pricing Mechanism——Based on CSR model
In December 2022,the Central Committee of the Communist Party of China and the State Council issued the"Opinions on Building a Data Infrastructure System to Better Play the Role of Data Elements",which pointed out that"promoting the conditional and free use of public data for public governance and public welfare undertakings,and exploring the conditional and paid use of public data for industrial development and industry development".This is essentially promoting the establishment or price mechanisms for distinguishing usage scenarios of public data.Under this policy guidance,this article ana-lyzes the public product attributes of public data,establishes a public data circulation value chain model based on the general path of public data circulation,studies the circulation effects of public data under different paths,and constructs a CSR price mechanism model centered on cost scenario regulation.Research has found that entry trading is an effective way to determine the authenticity and price correctness of public data resource usage scenarios.It is recommended to use public data re-source/product trading scenarios as the standard to determine the price compliance of public data resource usage.Local govern-ments should introduce relevant policies and regulations.For public data resources and products held by authorized public data operation institutions,entry trading must be conducted through public attribute data trading platforms.For data products held by other institutions mainly from public data resources,entry trading must be conducted through data trading platforms.
