Research on Income Distribution of Medical PPP Projects under the Participation of Social Capital——Construction and simulation application of an allocation model based on improved Shapley values
The participation of social capital in the development of healthcare not only alleviates government financing pressure,but also brings management,technology,and performance improvements to the healthcare industry.The application of PPP model in the field of healthcare is gradually being valued,and the reasonable allocation of project benefits among par-ticipating entities is the key to ensuring the effectiveness of social capital participation and the smooth progress of projects.This article introduces the characteristics of medical PPP projects,defines the concept of profit distribution in medical PPP projects,and establishes an indicator system for the influencing factors of profit distribution in medical PPP projects through literature search and expert interviews.It specifically includes four aspects:project investment,cooperative contribution,pro-ject output,and risk sharing.A profit distribution model for medical PPP projects based on improved Shapley values is con-structed,and its feasibility is verified through a PPP project at a branch of a county People's Hospital,Under this model,the greater the contribution of participants and the more risks they bear,the greater the benefits will be.This method makes the distribution of benefits more fair and objective,and can effectively promote the active participation of social capital in medical projects.This provides inspiration:establishing a dynamic adjustment mechanism for income distribution to improve the effi-ciency of dispute resolution;Timely activate reward mechanisms to mobilize the enthusiasm of social capital;Develop specific and actionable regulatory measures to ensure the smooth implementation of the project.
