Utilizing Innovation Resources at Home and Abroad to Promote Regional Economic Development in China:Intrinsic Mechanisms and Implementation Paths
Scientific and technological innovation is the core driving force to accelerate the formation and development of new quality productive forces,which is of great significance to the realization of Chinese path to modernization.Accelerating the construction of a new development pattern of"dual circulation"requires not only vigorously promoting independent in-novation and continuously improving the ability to cope with international complex situations,but also establishing scientific and technological innovation on the basis of effective utilization of global resources,and promoting the development of new productive forces to obtain more support from innovative resources.This article is based on panel data from 30 provinces(au-tonomous regions,municipalities)in China and 9 economies including the United States and Japan.A model is established to explore the dynamic relationship between R&D personnel investment and domestic R&D capital,standard level,import trade technology spillover,foreign direct investment technology spillover,and regional innovation output under the dual driving mechanism of domestic independent innovation and international innovation spillover.The empirical results show that,gener-ally both independent innovation and international innovation spillovers significantly promote regional innovation output,but there is regional heterogeneity in international innovation spillovers.The research results are of great significance for deepening the implementation of innovative development strategies and leading the development of new quality productive forces through technological innovation.
