Design and Path Optimization of Payment Mechanism for Urban Sewage Pipeline Network
Environmental infrastructure are an important material guarantee for the harmonious coexistence of human and nature,and it has the characteristics of large investment amount,high sunk cost,long payback period and strong externali-ties.The establishment of a scientific and efficient payment system is a necessary condition for its sustainable development.With the development of urbanization in China,the shortcomings of urban sewage collection and treatment system have gradually emerged,and the aging and blank of sewage pipe network have restricted the in-depth improvement of urban living environ-ment.Based on the management experience of domestic and foreign pipeline infrastructure,this article points out the develop-ment direction of pipeline payment mechanism:it should transition from sewage treatment fees to user payment prices,and propose suggestions for improving the pipeline system from reasonable payment,system optimization,and clarifying rights and responsibilities,in order to accelerate the construction of urban environmental infrastructure.
