A Study on Cross-provincial Blocking Imbalance Funding in the Regional Unified Electricity Spot Market
The construction of regional electricity spot markets is an important part of building a unified national electric-ity market.In the southern region,a unified and balanced centralized regional electricity spot market has been established,and trial operation of power adjustment settlement has been carried out.The rationality of the calculation and guidance of inter provincial blocking of unbalanced funds is related to the distribution of interests among market entities in provinces and the sustainability of subsequent regional market operations.This article is based on the unified electricity spot market in the southem region,and studies the calculation and allocation methods of unbalanced funds for cross provincial blocking of spot contracts under two modes:non assumption and assumption of blocking costs for cross provincial medium and long-term contracts.It analyzes the reasons for the negative situation of unbalanced funds in cross provincial blocking and proposes countermeasures.Furthermore,a numerical example is constructed to verify the correctness of the proposed method for calculating unbalanced funds in cross provincial blocking.Based on this,in the initial stage of the market,cross provincial medium and long-term contract entities should not bear the blocking costs of cross provincial medium and long-term contracts.In the later stage,they should gradually return to the financial attributes of cross provincial medium and long-term transactions and make them bear the relevant blocking costs.At the same time,design financial transmission rights trading varieties and improve financial risk hedging tools.
