Theoretical Research and Practical Exploration of Public Data Pricing——Application analysis based on cost-plus pricing models
The government-guided pricing of public data is based on the nature of public data as a public resource and the practical experience of government-guided pricing of public resources in China,which is an effective way to promote the development of public data.This paper proposes a cost-plus pricing model of"cost of public data resources+data processing and operation expenses+reasonable profit,"and puts this pricing theory into practice,providing a potential optional path for public data pricing,which is conducive to the combination of effective market and proactive government in the field of public data pricing.Public data pricing should take into account both public welfare and profitability.For public data products and services with quantifiable costs,the data price should be reasonably determined based on the cost of data product development,according to scientific standards,to ensure the fairness and rationality of the pricing.
