我国牛周期发展趋势、特征研究及政策建议

2023年以来,我国牛肉价格持续下跌,肉牛产业发展面临严峻考验,持续下跌的牛肉价格以及何时走出下跌周期引发了各界的广泛关注.本文深入剖析我国"牛周期"发展趋势和特征.研究发现,1980 年至今,我国牛存栏量、牛肉生产已经经历 2 个完整周期,平均分别为18.5 年和 15.5年;1994年至今,牛肉价格经历 3 个完整周期,平均为 92 个月.牛肉价格大幅上涨发生在 2000-2017 年之间,主要原因是牛肉消费需求增速高于产量增速以及成本的持续上涨.长生产周期导致肉牛供给对价格的反应相较于其他因素明显滞后,肉类价格联动性和高牛肉需求价格弹性带动"牛周期"与"猪周期"重叠,家庭购买力水平和餐饮消费需求对牛肉价格影响较大.基于此,应加大冻牛肉收储及其他救助措施稳定牛肉市场和肉牛生产,提高肉牛产业组织化水平,以建立产业链风险和利益共享机制;通过差异化和降本增效提升牛肉竞争力,改善养殖效益,稳定基础母牛存栏,避免养殖场户被动调整产能;建立和强化国内外牛肉市场监测预警,避免过度进口并防范国际市场波动对国内市场的冲击,保障肉牛产业可持续稳定发展.
Research on the Development Trend,Characteristics and Policy Suggestions of Cattle Cycle in China
Since 2023,the continuous decline in beef prices in China has posed a severe challenge to the development of the beef industry.The continuous decline in beef prices and when to break out of the downward cycle have attracted widespread attention from all walks of life.This article provides an in-depth analysis of the development trends and characteristics of China's"cattle cycle".Research has found that since 1980,China's cattle inventory and beef production have gone through two complete cycles,with an average of 18.5 years and 15.5 years,respectively;Since 1994,beef prices have gone through three complete cycles,with an average of 92 months.The significant increase in beef prices occurred between 2000 and 2017,mainly due to the growth rate of beef consumption demand being higher than the growth rate of production,as well as the continuous rise in costs.The longevity production cycle leads to a significant lag in the response of cattle supply to prices compared to other factors.The linkage of meat prices and the high price elasticity of beef demand drive the overlap of the"cattle cycle"and the"pig cycle",and the level of household purchasing power and catering consumption demand have a significant impact on beef prices.Based on this,efforts should be made to increase the collection and storage of frozen beef and other rescue measures to stabilize the beef market and production,improve the organizational level of the beef industry,and establish a mechanism for sharing risks and benefits in the industry chain;By differentiating and reducing costs to increase efficiency,we can enhance the competitiveness of beef,improve breeding efficiency,stabilize the inventory of basic cows,and avoid farmers passively adjusting production capacity;Establish and strengthen monitoring and early warning of domestic and international beef markets,avoid excessive imports,and prevent the impact of international market fluctuations on the domestic market,to ensure the sustainable and stable development of the cattle industry.
