Expediting the Independent Innovation in Domestic Industrial Software:A Case Study Through the Lens of Industrial Innovation Ecosystem
Guided by China's"14th Five Year Plan for the Development of the Software and Information Technology Service Industry,"China is actively addressing the deficiencies in its industrial software sector.This paper delves into the tech-nological innovation journey of China's domestic industrial software,aiming to construct a fully independent and controllable industrial software ecosystem with a robust foundation.Utilizing a case study approach,the research examines the evolution of dynamic capabilities for indigenous innovation from the vantage point of an industrial innovation ecosystem.The findings indi-cate a three-stage progression in the development of the ecosystem:the initial stage of product and common technology inno-vation,the construction stage of industry-wide technology platforms,and the expansion stage characterized by the emergence of an innovative state system.During the initial stage,there is a critical accumulation of knowledge networks,where industry enterprises leverage their perceptual recognition and innovative capabilities to undertake product and service innovation,estab-lishing an egalitarian cooperative organizational structure.In the construction stage,core enterprises create a common technolo-gy platform,harnessing opportunity capture and collaborative innovation capabilities,which results in a hub-and-spoke orga-nizational structure centered around these central firms.The expansion stage marks the maturation of the innovation ecosystem,with leading enterprises shaping the industry through industry leadership and iterative innovation,leading to an extended spoke-and-spoke structure that radiates from the leading enterprise.The paper suggests that to foster this ecosystem,strategic actions are required at each stage:in the initial phase,there should be a focus on top-level design and breakthroughs in core technologies;during the construction phase,the establishment of an innovation platform and a collaborative innovation mecha-nism is essential;and in the expansion phase,it is imperative to continuously refine application scenarios and drive software iter-ation and enhancement.
